Poor people's problem is not HIV. It is poverty and illiteracy. Without addressing that nothing will happen. Frustrated, neglected lot of people tend to remove their frustrations in those 4-5 second moments. At that time they dont care about using precaution. Life has no value in India. All this is meaningless without addressing root cause problem. Govt is corrupt and defunct.
